The Event

This Regatta will be held at Weymouth and Portland National Sailing Academy. The races will be sailed in Portland Harbour or Weymouth Bay

1.0     RULES

The Regatta will be goverend by the rules as defined in the Racing Rules of Sailing (RRS) 2005-2008,  Sailing Instructions and the appropriate class rules.The Organising Authority is Weymouth and Portland National Sailing Academy, under the burgee of Portland Castle Sailing Club.  In the event of any conflict, the Sailing Instructions shall prevail.

2.0    ELIGIBILITY

The entry is open to all registered boats of the classes that have entered. At registration competitors may be required to show a valid measurment certificate for their boat and evidence of their affiliated organisation.

At least one crew member of each boat  must be a fully paid up member of the B14 UK Class Association

3.0    ADVERTISING

Advertising will be restricted to Category C.

Boats may be required to carry event sponsor advertising on the front 25% of their hull.

4.0    ENTRIES

Entries shall be made using the event entry form, and accompanied by the entry fee with credit card details or a cheque payable to Sailforce LTD.

Fees will be £35

All Helms and Crews who are under 18 years of age must submit declarations signed by their Parent or Guardian

5.0    EVENT SCHEDULE

Competitors shall register with the Race Office at Weymouth and Portland National Sailing Academy from 08:30 to 10:30hrs on  Saturday 27th October

The Warning Signal for the first race on Saturday will not be before 11.55.

The Warning Signal for the first race on Sunday will not be before 10.25.

Three races are scheduled on both days.

Briefing for competitors will be at 10.30hrs on Saturday 27th October on the ramp leading to the main building. In the event of foul weather, this will be moved into the main Event Hall (any change of location will be announced over the PA system and/or written on the Official Notice Board).

6.0     SAILING INSTRUCTIONS

Sailing Instructions will be issued at the event Registration. A draft version may be available for download from the WPNSA (www.wpnsa.org.uk) website in advance of the event

7.0     VENUE

Attachment A shows the location of Weymouth and Portland National Sailing Academy

8.0     COURSES

The courses to be sailed will be as per the Sailing Instructions

9.0    PENALTY SYSTEM

For the B14s penalty turns as described in RRS 44.1 and 44.2 shall apply except that a 360 degree turn, including one tack and one gybe shall be required rather than a 720 degree turn. RRS 44.3 shall not apply.

10.0    PRIVATE SUPPORT BOATS

Support boats shall register at the Race Office during registration period. During racing, support boats shall remain more than 100 metres from the course area, except when asked to assist  by the Race Committee

11.0    PRIZES

Prizes for the B14s will be awarded for the top 3 boats, with additional prizes awarded as deemed apropriate by the class  association.

The prize giving will be held in the Club House as soon as possible after racing on Sunday  28th October.

12.0    DISCLAIMER OF LIABILITY             

A boat is entirely responsibly for her own safety, whether afloat or ashore, and nothing, whether in  the Notice of Race or Sailing Instructions or anywhere else reduces this responsibility.

It is for the boat to decide whether she is fit to sail in the conditions in which she will find herself.  By launching or going to sea, the boat confirms that she is fit for those conditions and her crew is competent to sail and compete in them.

Nothing done by the organisers can reduce the responsibility of the boat nor will it make the organisers responsible for any loss, damage, death or personal injury, however it may have occurred, as a result of the boat taking part in the racing.  The organisers encompass everyone helping to run the race and the event, and include the organising authority, the race committee, the race officer, patrol boats and beach masters.

The provision of patrol boats does not relieve the boat of her responsibilities.

13.0    INSURANCE

Boats are required to be adeqately insured including insurance against third party claims of at least £2m

14.0     SAFTEY REGULATIONS

Life-jackets or other adequate personal buoyancy shall be worn by all competitors at all times whilst afloat. Wet suits and dry suits are not adequate personal buoyancy.

A compulsory tally system will be in operation. All competitors must tally off before going afloat, and tally in again as soon as they return to shore.

15.0    TELEVISION AND MEDIA

In entering for this event, competitors automatically grant the organising authority and Class Association(s) the right, in perpetuity, to make, use and show from time to time, at their discretion, any motion pictures, still pictures and live, taped or filmed television and any other reproduction of them taken during the event, for the said Championship as defined in the Notice of Race and Sailing Instructions, in which he/she participates, without compensation.

Take the A354 to Portland. This will bring you to the causeway linking Weymouth and Portland. Halfway along the causeway you will reach a mini-roundabout. Turn left, we are signposted 'Sailing Academy'.

WEYMOUTH AND PORTLAND NATIONAL SAILING ACADEMY

 B14 OPEN 27th/ 28th OCTOBER 2007

SAILING INSTRUCTIONS

 

Organised by the B14 Class, in association with Weymouth and Portland National Sailing Academy, and sailed under the burgee of Portland Castle Sailing Club.

 

1.0

RULES

 

1.1

The regatta will be governed by the rules as defined in the Racing Rules of Sailing.

1.2

The prescriptions of the RYA shall apply.

1.3 

The Class Rules and Constitution of the International B14 Class Association shall apply.

1.4

The WPNSA Local Sailing Instructions and Regulations shall apply.

 

2.0

NOTICE TO COMPETITORS

 

2.1

Notices to competitors will be posted on the Official Notice Board which is a small glass conservatory situated in the Event Hall

 

3.0

CHANGES TO THE SAILING INSTRUCTIONS

 

3.1

Any change to the sailing instructions will be posted before 0900hrs on the day it will take effect, except that any change to the schedule of races will be posted by 20.00hrs on the day before it will take effect.

 

4.0

SIGNALS MADE ASHORE

 

4.1

Signals made ashore will be displayed on the signal gantry located on the external balcony outside the Race Office on the seaward corner of the Events Hall.

4.2

When flag AP is displayed ashore ‘1 minute’ is replaced with `not less than 30 minutes if racing is in Portland Harbour. Or not less than 60 minutes if racing is to be in Weymouth Bay.

4.3 

Boats may not go afloat or leave the pontoon berths until flag D is hoisted above the Class flag.

 

5.0

SCHEDULE OF RACES

 

5.1

Six races are programmed.

5.2

A briefing for competitors of all classes will be at 10.30 on Saturday Morning. The Committee Boat will be described at this time.

5.3 

The scheduled time of the Warning Signal for the first race on Saturday 27trOctober is 11.55, races 2 & 3 will follow sailed back to back. One further race may be added.

 The scheduled time of the warning Signal for the first race on Sunday 28th October is 10.25. For races 4 ,5, & 6 and or any postponed races, all will be sailed back to back.

5.4

When there has been a long postponement and when more than one race will be held on the same day, the Warning Signal for the first race and each succeeding race will be made as soon as practicable. To alert boats that a race or sequence of races will begin soon, an orange flag will be displayed with one sound for five minutes before a Warning Signal is displayed.

5.5

On the last day of the regatta no Warning Signal will be made after 14 00 hrs.

 

6.0

7.0

RACING AREAS

 

7.1

All races will take place in Portland Harbour.

8.0

THE COURSES

 

8.1

The diagrams in attachment A show the courses to sailed

8.2

No later than the Warning Signal the race committee signal boat will display the approximate compass bearing of the first leg.

8.3

Courses may be shortened or abandoned according to RRS 32

8.4

Legs of the course may be changed after the start according to RRS 33

 

9.0

THE MARKS

 

9.1

Marks will be orange inflatable buoys.

9.2

The starting line will be between a staff or mast displaying an orange flag on the committee at the starboard end, and the port end starting mark that will be a dan buoy displaying an orange flag.

9.3

The finishing line will be between a staff or mast displaying an orange flag and a blue flag on the finishing committee boat at one end and the finishing mark at the other end, which will be a dan, buoy.

Or if the race is shortened between the committee and the nearby rounding mark

9.4

A race committee boat signalling a change of leg of the course is a mark as provided in instruction 12.2

 

10.0

AREAS THAT ARE OBSTRUCTING

 

10.1

Boats shall not intrude into the working areas of Portland Port. Boats shall remain well clear of vessels employed in diving operations (Displaying flag A)

 

11.0

THE START

 

11.1

Races will be started by using rule 26 with the warning signal given 5 minutes before the starting signal. An attention signal Orange Flag with one sound will be made five minutes before the warning signal for the first start of the day (See 5.3).

11.2

Order of starting: first Laser 4000 followed by B14. The start of the Laser 4000 will be warning signal for the B14s

11.3

A boat attempting to start later than 4 minutes after her starting signal will be scored Did Not Start, This changes rule A4.

11.5

If any part of a boat’s hull, crew or equipment is on the course side of the starting line during the two minutes before her starting signal, the race committee may display flag V . It will be displayed until all boats have sailed completely to the pre-start side, but not after the starting signal. Varies RRS Appx L 11.5 This will not affect RRS 29.1, 30.1 or 30.3.

 

12.0

CHANGE OF THE NEXT LEG OF THE COURSE

 

12.1

To change the next leg of the course, the race committee will move the original mark (or the finishing line) to a new position .See RRS 33.

12.2

Except at a gate, boats shall pass between the race committee boat signalling the change of the next leg and the nearby mark, leaving the mark to port and the race committee boat to starboard. This changes rule 28.

 

13.0

THE FINISH

 

13.1

The finishing line will be as described in 9.3

 

14.0

PENALTY SYSTEM

 

14.1

The penalties for the B14 are that rules 44.1 and 44.2 are changed so that only one turn, including one tack and one gybe, is required.

14.2

When an incident occurs whilst the head of the spinnaker is above the main –boom gooseneck, the penalty may be taken immediately after the next time the head of the spinnaker is lowered below the main-boom gooseneck but shall be taken prior to rounding the next mark and crossing the finishing line (amends RRS 44)

 

15.0

TIME LIMITS

 

15.1

The time limit for first finisher is as follows.

If no boat has passed Mark 1 within the Mark 1 time limit the race will be abandoned.

15.2

At the expiry of the time limit, boats that have not finished will be awarded a position based on their position on the course at that time.

 

16.0

PROTESTS AND REQUESTS FOR REDRESS

 

16.1

Protest forms will be available either from the event race office or the main WPNSA reception. Protests shall be delivered there within the protest time limit.

16.2

The protest time limit is 60 minutes after the last boat has finished the last race of the day. 

16.3

Notices will be posted within 30 minutes of the protest time limit to inform competitors of hearings in which they are parties or named as witnesses. Hearings will be held in the Jury Room the location of which will be posted on the Protest Notice Board, beginning as soon as practicable.

16.4

On the last day of the regatta a request for reopening a hearing shall be delivered if;

(a) Within the protest time limit if the party requesting reopening was informed of the decision on the previous day. (b) no later than 30 minutes after the party requesting reopening was informed of the decision on that day. This changes rule 66.

 

17.0

SCORING

 

17.1

The low points scoring system will be used as per RRS Appendix A A4.1.

17.2

There will be one discard, If, three to five races are sailed.

There will be two discards if six races are sailed

17.3

Three Races constitute a series

 

18.0

SAFETY REGULATIONS

 

18.1

A Tally System shall be in operation for all racing-taking place at WPNSA. The system will be explained on a leaflet issued to each entrant at registration. The location of the tally board will be given at the competitors briefing.

18.2

A boat that retires from a race shall notify the race committee as soon as possible.

18.3

Competitors shall wear life-jackets or other adequate personal buoyancy at all times when afloat. Wet suits and dry suits are not adequate personal buoyancy ( This changes rule 40.1)

 

19.0

REPLACEMENT OF CREW OR EQUIPMENT

 

19.1

Substitution of competitors will not be allowed without prior written approval of the race committee]

19.2

Substitution of damaged or lost equipment will not be allowed unless approved by the race committee. Requests for substitution shall be made to the committee at the first reasonable opportunity.

 

20.0

EQUIPMENT AND MEASUREMENT CHECKS

 

20.1

A boat or equipment may be inspected at any time for compliance with the class rules and sailing instructions. On the water, a boat can be instructed by a race committee measurer to proceed immediately to a designated area for inspection.

20.2

GPS units may be carried as per the class Association specifications on the forward bulkhead in front of the kite bag so as not to be visible during the racing.

 

21.0

OFFICIAL BOATS

 

21.1

Official boats may be marked as follows: Committee Boats; Official Patrol Boats, Jury, Media.

SUPPORT BOATS
